Russian Offensive Campaign Assessment, March 12, 2024

The All-Russian pro-Ukrainian Russian Volunteer Corps (RDK), Freedom of Russia Legion (LSR), and Siberian Battalion conducted a limited cross-border incursion into Belgorod and Kursk oblasts on the morning of March 12. Ukrainian Main Military Intelligence Directorate (GUR) Spokesperson Andriy Yusov stated on March 12 that elements of the RDK, LRS, and the Siberian Battalion were involved in clashes in Belgorod and Kursk oblasts. Russian sources initially denied reports of the incursion but later claimed that Russian forces repelled Russian pro-Ukrainian forces with tank, armored vehicle, and drone support attacking near Odnorobivka, Kharkiv Oblast and Nekhoteevka and Spodaryushino, Belgorod Oblast. Footage published on March 12 shows Russian pro-Ukrainian forces operating near Nekhoteevka and Spodaryushino in Belgorod Oblast and in Tetkino, Kursk Oblast.

Hamas Political Bureau Chairman Ismail Haniyeh presented Hamas’ comprehensive demands in ceasefire and hostage negotiations in a speech marking the start of Ramadan on March 10. Haniyeh presented five maximalist demands for a hostage-for-prisoner exchange. Haniyeh proposed a comprehensive ceasefire, the complete withdrawal of the IDF from the Gaza Strip, the complete and unconditional return of displaced Gazans, and the resolution of humanitarian issues, including relief, shelter, and reconstruction, and ending restrictions on the movement of people and goods out of the Gaza Strip. Haniyeh said that the Hamas leadership would reject any agreement that does not meet these demands.

Russia’s increased defense industrial base (DIB) production is likely not sustainable in the medium- and long-term as it will likely suffer from labor shortages, decreased weapons and equipment stockpiles, and an inability to completely compensate for military and dual-use items it can no longer acquire due to sanctions. The Wall Street Journal (WSJ) reported on March 11 that a senior NATO official stated that Russia can likely sustain its current war effort for two to five more years. WSJ noted that some Russian production figures, such as those for military vehicles, do not differentiate between newly produced items and refurbished ones brought out of storage, such as older, lower quality T-62 and T-54/-55 tanks. ISW has observed that reports of Russia’s reported tank “production” numbers in recent years largely reflect restored and modernized tanks drawn from storage rather than new production.

A Ukrainian military official confirmed that Russian forces are conducting strikes in Ukraine with improved glide bombs. Ukrainian Tavriisk Group of Forces Spokesperson Captain Dmytro Lykhovyi reported on March 10 that Russian forces struck Myrnohrad, Donetsk Oblast, with three universal interspecific glide munition (UMPB) D-30SN guided glide bombs that Ukrainian forces initially originally assessed were S-300 missiles. Lykhovyi stated that improved UMPB D-30SN guided glide bombs essentially convert Soviet-era FAB unguided gravity bombs to guided glide bombs. Russian forces had previously used unguided glide bombs as recently as January 2024. ISW recently observed Russian milbloggers claim that Russian forces began conducting strikes with FAB UMPB guided glide bombs, as opposed to using unguided glide bombs with unified planning and correction modules (UMPC), in unspecified areas in Ukraine.

Palestinian fighters targeted Israeli forces operating in southern Gaza City on March 10. Palestinian militias reported that their fighters fired mortars and small arms targeting Israeli forces in the Tal al Hawa and Zaytoun neighborhoods, south of Gaza City. The Palestinian Mujahideen Movement targeted Israeli forces southeast of Gaza City with short-range rockets. The IDF Nahal Brigade (162nd Division) has continued to operate in “central” Gaza, likely referring to the areas south of Gaza City in which Palestinian militias continue to claim attacks. Israeli forces are also operating south of Gaza City to demolish structures along a new road that splits the Gaza Strip between the north and south.

Ukrainian forces reportedly conducted drone strikes targeting Rostov Oblast overnight on March 8-9 and may have struck a Russian aircraft plant refurbishing and modernizing Russian A-50 long range radar detection aircraft. The Russian Ministry of Defense (MoD) claimed that Russian forces intercepted 41 Ukrainian drones overnight over Rostov Oblast, and eyewitnesses reportedly stated that the strike caused at least five explosions. Geolocated footage of a strike shows an explosion at the Beriev Aircraft Plant in Taganrog, Rostov Oblast.

Palestinian fighters defended against Israeli raids in several sectors of the northern Gaza Strip on March 9. An Israel Defense Forces (IDF) unit in the Combat Intelligence Collection Corps identified several Palestinian fighters operating near Israeli forces in Beit Hanoun and directed an airstrike targeting them. Israeli forces have been conducting an operation in Beit Hanoun to reclear the area of Palestinian fighters and locate military infrastructure for the past week. Palestinian militias reported that their fighters fired mortars and rockets targeting Israeli forces in eastern Jabalia and Zaytoun neighborhood, southeastern Gaza City. Palestinian fighters also clashed with Israeli forces in Zaytoun neighborhood.

The United States will construct a temporary pier on the coast of the Gaza Strip to facilitate the arrival and distribution of humanitarian aid. US President Joe Biden said during the State of the Union address on March 7 that he ordered the US military to lead an “emergency mission” to establish the pier.

Ukrainian President Volodymyr Zelensky reiterated that a ceasefire in Ukraine would allow Russia to rebuild its forces and means for future offensive operations, as Russia previously did following the start of Russia’s 2014 invasion. Zelensky stated on March 8 that a pause in fighting in Ukraine would pose a serious challenge and problem both to Ukraine and all of Europe.

China-Taiwan Weekly Update, March 7, 2024

Recent PRC diplomatic outreach in Europe may aim to advance the PRC’s September 2023 Proposal on the Reform and Development of Global Governance, which faults the West for the war in Ukraine. The proposal calls the root of the “Ukraine crisis” lying “in the problem of security governance in Europe.” The “parties concerned… [must] accommodate each other’s legitimate concerns… [and] abandon the Cold War mentality.” These are thinly veiled references to accommodating Russian historical grievances at the price of NATO unity and Ukrainian territorial sovereignty. The alleged “stabilizing force” of any PRC-negotiated ceasefire along these lines would normalize the principle of revisionist international aggression. This principle would provide the CCP with a precedent for the party to falsely justify aggressive coercion aimed at Taiwan, with the eventual political objective of annexing Taiwan into the PRC.
