Key Takeaway: Malian and Wagner forces will likely attempt to capture the vacated UN base in the Kidal regional capital in the coming weeks. Malian and Wagner forces have the conventional capabilities to clear the base but almost certainly lack the popular support, strategy, and sufficient troop numbers needed to hold the base and degrade the insurgency. Tuareg rebels and al Qaeda–linked militants will likely give priority to preemptively attacking Malian and Wagner positions in the Kidal region in the coming weeks to degrade security forces’ ability to launch an offensive.

Hamas forces north of Gaza City conducted hit-and-run attacks that harassed Israeli forces, which supports CTP-ISW's previous assessment that Hamas units in the northern Gaza Strip are screening a main defensive effort in central Gaza City. This is consistent with Hamas’s intent to fight a “long war...to force” Israel into a ceasefire. The Israel Defense Forces (IDF) published a map showing the area of responsibility of one Hamas company between al Toam and al Falouja roads in the northern Gaza Strip on November 3. Hamas and Palestinian Islamic Jihad (PIJ) fighters near al Sulatain and al Taom streets, which are in or in the vicinity of this sector, fired anti-tank rockets and mortars at Israeli forces in at least eight hit-and-run attacks. Commercially available satellite imagery also showed tank tracks and cleared terrain consistent with Israeli clearing operations. Palestinian media also reported Israeli activity south of the al Toam-al Falouja sector. This sector is large for a company-sized unit defending against a mechanized advance in an urban environment, assuming that Hamas tactical units are roughly similar to or smaller than US infantry units. Hamas has not used more complex or advanced systems and tactics, such as house-borne improvised explosive devices, explosively-formed penetrators, advanced anti-tank missiles, or larger and more complex road-buried improvised explosive devices. This suggests that Hamas is weighting its main effort in Gaza City rather than the northern Gaza Strip.

Ukrainian forces continued counteroffensive operations near Bakhmut and in western Zaporizhia Oblast on November 8. The Ukrainian General Staff reported that Ukrainian forces continued offensive operations in the Melitopol (western Zaporizhia Oblast) and Bakhmut directions. Russian sources claimed that Ukrainian forces conducted assaults near Robotyne, Novoprokopivka (just south of Robotyne), and Verbove (9km east of Robotyne). Ukrainian President Volodymyr Zelensky stated during a video address to the Reuters NEXT conference in New York on November 8 that Ukrainian forces have a battlefield plan for 2024 that he cannot disclose. Zelensky stated that Ukrainian forces have several paths for future advances in southern Ukraine, eastern Ukraine, and Kherson Oblast. There are also plans to advance to specific occupied cities. Ukrainian forces continue counteroffensive operations without interruption in several sectors of the front, and Ukrainian officials continue to indicate that these operations will continue into this winter.

Israeli forces entered the northern outskirts of al Shati refugee camp in the northwestern Gaza Strip on November 7, according to local and Axis of Resistance-affiliated reporting as well as geolocated footage. A Palestinian journalist cited local sources that said that the IDF reached an apartment building just north of al Shati camp. An Axis of Resistance–affiliated source similarly claimed that the IDF engaged unspecified Palestinian militants at positions east and west of the building. Geolocated Hamas footage from November 4 furthermore showed Hamas militants firing tandem charge anti-tank rockets at Israeli armor north of al Shati camp.

Russian sources claimed that Ukrainian forces transferred a limited number of armored vehicles to the east (left) bank of Kherson Oblast and are continuing larger-than-usual ground operations on the east bank with a light infantry grouping of roughly battalion size. Russian milbloggers amplified a picture on November 6 purporting to show a Ukrainian tracked amphibious transport (PTS) vehicle carrying an infantry fighting vehicle onto the east bank near Krynky (30km northeast of Kherson City and 2km from the Dnipro River). Other milbloggers claimed on November 7 that a Ukrainian amphibious infantry fighting vehicle crossed the Dnipro River on its own near Krynky and amplified separate footage on November 7 purporting to show a destroyed Western amphibious armored personnel carrier in an unspecified location on the east bank.

Israeli military spokesman Lieutenant Colonel Richard Hecht said the IDF is slowly closing in on Gaza City. The IDF Air Force and Navy struck over 450 targets in the previous 24 hours, including Hamas military compounds, observation posts, and firing positions. The IDF said that it seized a Hamas position used for various military operations. Additionally, the IDF published footage on November 6 of its effort to transport ammunition, medical equipment, food, and advanced weapons to support fighting in Gaza.

Imprisoned ardent nationalist and former Russian officer Igor Girkin argued that Russian forces will be “even less capable of offensive operations than they are now” by spring 2024 given the current nature of Russian offensive operations along the frontline. Girkin’s wife, Miroslava Reginskaya, published a hand-written letter from Girkin dated October 26, in which he summarized the frontline situation in Ukraine for the month of October. Girkin claimed that the situation for Russian forces is “gradually deteriorating” and that Russian forces are showcasing “growing weakness (compared to [Ukraine’s] capabilities,” despite Russia’s “generally successful repulsion” of the Ukrainian offensive over the summer and fall of 2023. Girkin argued that Russian forces were not only unable to start broad offensive operations at the beginning of the fall season but were also unable to complete even limited offensive operations to achieve operationally significant goals – namely around Kupyansk, Lyman, and Avdiivka. Girkin claimed that Russian forces failed to advance in the Kupyansk direction and are now impaled in battles on “the distant approaches to the city,” while also failing to change the situation in the Lyman direction. Girkin added that tactical advances around Avdiivka led to significant losses in Russian manpower and equipment and did not lead to the further development of the Russian offensive. Girkin observed that the Avdiivka offensive demonstrated Russian forces’ inability “to achieve superiority on a very narrow sector of the front” despite Russia’s careful preparations, good coordination of strike forces and means for the initial stage of the offensive, and the abundance of ammunition “unheard of since the assault on Bakhmut.”

Israeli ground forces advanced along the northwestern Gazan coast amid reports of clashes with Hamas in the area. IDF spokesman Rear Admiral Daniel Hagari said Israeli ground forces have fully encircled Gaza City and split the whole Gaza Strip into two. The al Qassem Brigades—the militant wing of Hamas—released footage of its militants operating in or around the al Shati Refugee Camp. Independent analyst on X (Twitter) geolocated the footage to the Ahmed Oraby road north of the al Shati camp. The footage shows militants launching rocket propelled grenades (RPGs) at IDF tanks. Both the al Quds Brigades—the militant wing of the Palestinian Islamic Jihad (PIJ)—and the Al Aqsa Martyrs’ Brigade said they targeted Israeli vehicles in northwestern Gaza on November 5.

Ukrainian forces conducted a successful strike on a Russian shipyard in Kerch, occupied Crimea on November 4, likely damaging a naval vessel. The Ukrainian Amed Forces Center for Strategic Communications (StratCom) stated that Ukrainian forces conducted successful strikes on Russian marine and port infrastructure at the Zalyv Shipyard in Kerch on the evening of November 4. Satellite imagery from November 4 shows that the strike damaged a Project 22800 Karakurt-class Kalibr missile carrier corvette at the shipyard, although the extent of the damage to the ship is currently unclear. The Russian Ministry of Defense (MoD) claimed that Russian forces intercepted 13 of 15 Ukrainian missiles targeting the shipyard and acknowledged that two missiles damaged an unspecified ship.[3] Ukrainian officials stated that Ukrainian cruise missiles damaged the Askold missile carrier, a Karakurt-class corvette that the Russian Black Sea Fleet (BSF) launched in 2021. The Zalyv shipyard reportedly planned to construct 14 warships intended for the BSF between 2016 and 2021, including eight Project 22800 Karakurt-class corvettes. ISW has only confirmed that three Project 228000 Karakurt-class corvettes have launched from the Zalyv shipyard as of 2023, however. The Zalyv shipyard is the largest shipyard in Eastern Europe and is likely the main repair facility for the BSF in Crimea following a successful Ukraine strike on the Russian state-owned ship repair facility Sevmorzavod in Sevastopol on September 13, 2023. The extent of damage to the repair facilities at the Zalyv Shipyard is unclear, although the available satellite imagery suggests that the Ukrainian strike has likely not caused damage that will disrupt its operations in the medium-to-long term, unlike the previous strike on the Sevmorzavod facility. Radio Free Europe/Free Liberty (RFE/RL) has reported that Russian forces have three active shipyards, including the Zalyv facility, in occupied Crimea. ISW assesses that Ukrainian forces have conducted an interdiction campaign against Russian military infrastructure in occupied Crimea, primarily BSF assets, since June 2023 to degrade the Russian military's ability to use Crimea as a staging and rear area for Russian operations in southern Ukraine.

Captured Hamas plans suggest that Hamas has not heavily committed to defending parts of the northern outskirts of Gaza City, which may indicate that Hamas units in parts of that area are screening for a main defensive effort in central Gaza City. The IDF captured and published a Hamas map apparently showing a Hamas company’s area of responsibility between al Toam and Falouja roads west of Jabaliya during a raid on a Hamas intelligence headquarters in Jabaliya. The sector is roughly half a kilometer deep and 1.5 kilometers across, which is a large sector for a company-sized unit defending against a mechanized advance in an urban area, depending on how Hamas tactical units are structured. Most of the area is not heavily built up, however, and Hamas commanders may simply have chosen not to focus on it. Palestinian militant attacks behind the Israeli forward line of advance are probably another supporting effort intended to harass and disrupt Israeli forces, rather than defeat them.
