Russia and Ukraine have just conducted the largest prisoner-of-war exchange in the war to date, and the first since August 2023. However, Russian forces have also recently violated the Geneva Conventions regarding the treatment of POWs by deploying a unit comprised partially of former Ukrainian POWs to active combat, using Ukrainian POWs as human shields, and killing them at point-blank range. In a new episode of the ISW Briefing Room, Russia Deputy Team Lead Karolina Hird examines how Russia is attempting to use the high-profile POW exchange to undermine these reports of abuse and portray Russia as being interested in operating within international law.
