Africa File, August 29, 2024: North African Competition in the Sahel; Libya on the Edge; Burkina Faso is Spiraling

North Africa–Sahel Engagement. Algeria and Morocco are vying for economic and political influence in the Sahel to assert themselves as regional leaders and legitimize their positions on the Western Sahara, a disputed territory on the coast of northwest Africa. Morocco is spearheading its engagement with the Sahel through an initiative to connect the landlocked central Sahel states to the Atlantic Ocean via a Moroccan port in Western Sahara.

Israeli forces conducted a large-scale counterterrorism operation in the West Bank on August 27 in order to degrade Palestinian militia networks there. The operation is responding to Hamas’ attempted suicide bombing in Tel Aviv on August 18 and is meant at least partly to prevent future suicide bombings in Israel.

Multiple reports from Western media indicate that the US government is prohibiting the United Kingdom (UK) from allowing Ukraine to use Storm Shadow missiles to strike military targets in Russia. The Financial Times (FT) reported on August 27 that a source familiar with the matter stated that Ukraine's use of British and French Storm Shadows may require access to American intelligence, surveillance, and reconnaissance in areas where Russian forces are jamming the GPS signals that the missiles use for targeting.... The Telegraph reported on August 27 that the UK government supports Ukraine's ability to strike military targets in Russia with Storm Shadow missiles but that the missiles also use unspecified, classified American systems, whose use requires US permission.

Iran has tried to insert itself into the ceasefire-hostage negotiations between Israel and Hamas since Israel killed Hamas political leader Ismail Haniyeh in Tehran, according to regional sources speaking to Emirati media. An anonymous source told the outlet that Iran has become a “key behind-the-scenes player” in the negotiations. Senior Iranian officials, including President Masoud Pezeshkian and Foreign Affairs Minister Abbas Araghchi, have repeatedly engaged Egyptian and Qatari mediators in recent weeks, as CTP-ISW has reported. Iran trying to insert itself into the negotiations is consistent with CTP-ISW's assessment that some elements of the Iranian regime, possibly from the Pezeshkian administration, are likely trying to delay an Iranian attack on Israel until the negotiations conclude.

Russian forces have made significant tactical advances in the Pokrovsk direction amid reports that Ukrainian forces have withdrawn from select areas southeast of Pokrovsk. Geolocated footage published on August 27 confirms that Russian forces have advanced over two kilometers from their last confirmed position into northwestern Novohrodivka (southeast of Pokrovsk) along Dubinina Street, suggesting that Russian forces additionally hold positions within the central part of the town. A Ukrainian soldier reported in a now-deleted Telegram post that Ukrainian forces withdrew from Novohrodivka, which Russian state media and several Russian milbloggers amplified and used to claim that Russian forces control the majority of the settlement.

Lebanese Hezbollah conducted a drone and rocket attack on Israel on August 24 in response to Israel killing a senior Hezbollah commander, Fuad Shukr. Hezbollah fired 200-300 projectiles, including around 20 one-way attack drones, in two waves into Israel. Hezbollah fired rockets at 11 Israel Defense Forces (IDF) sites in northern Israel in the first wave of its attack. These sites included a prominent IDF air defense and communications site on Mount Meron, which Hezbollah has targeted repeatedly since October 2023. Hezbollah Secretary General Hassan Nasrallah said that the rockets were meant to distract Israeli air defenses and enable the second wave to penetrate deeper into Israel.

Russian milbloggers claimed that Russian forces recently regained lost positions in Kursk Oblast amid reports of continued Ukrainian attacks in the area on August 25. A Russian milblogger claimed on August 25 that Russian forces regained lost positions in Komarovka (southwest of Korenevo) and are repelling small Ukrainian attacks in the area. Several Russian milbloggers claimed on August 25 that Russian forces recaptured Olgovka and Kremyanoye (both east of Korenevo) and that Russian forces are advancing west of Kremyanoye. Another Russian milblogger claimed that Ukrainian forces still control Kremyanoye, however.
