Israeli forces have expanded clearing operation to target Hamas’ Central Gaza Strip Brigade, as Israeli forces transition into holding operations in parts of the northern Gaza Strip. The Israel Defense Forces (IDF) reported on December 21 that it conducted an operation in the Bakshi neighborhood, south of Gaza City, targeting Hamas’ Nuseirat Battalion. This battalion is part of the Central Gaza Strip Brigade, which CTP-ISW assessed remains combat effective at this time. The IDF stated that it plans to establish “operational control . . . in the center of the Gaza Strip in the buffer zone between the north of the Gaza Strip and the central camps.” Hamas maintains five geographical brigades in the Gaza Strip.

Democratic Progressive Party (DPP) presidential candidate Lai Ching-te continues to lead in the polls. A Taiwan News Poll of Polls released on December 20 showed Lai with 34.34% support, Hou with 30.01%, and Taiwan People’s Party (TPP) candidate Ko Wen-je in third place with 20.83%. The Poll of Polls is a weighted average of all public election polls in Taiwan over the past 15 days. The previous polling release on December 15 release showed that both Lai and Hou briefly reached their highest levels of support since the Poll of Polls began on September 1, with 15-day averages of 36% and 31.2% support, respectively. Ko has dropped from 21.84% on December 10.

Israeli forces are transitioning from clearing operations to holding operations in some areas of the northern Gaza Strip. Israeli forces in some areas of the northern Gaza Strip, such as Beit Hanoun and the al Shati camp, are beginning to execute tasks analogous to the US military definition of a holding operation. A holding operation “involves disrupting [enemy] activities in an area and providing a good security environment for the population” and “focuses on securing the population.” The Israeli Defense Minister said on December 18 that the IDF is preparing to transition to a “day after” the war and that Israel will begin bringing back the local population in some areas of the strip. The IDF redeployed some of the units responsible for clearing Beit Hanoun and al Shati camp and backfilled them with new units to hold the areas.The backfilling units are continuing lower intensity operations, such as raids against infrastructure and clashing with small cells of Palestinian fighters.The hold phase is defined by a decreased level of violence, but it still requires holding forces to engage and eliminate enemy forces and infrastructure to provide security.

Head of the Kremlin-controlled Russian Orthodox Church Patriarch Kirill made a series of anti-migrant and xenophobic remarks that directly contradict Russian President Vladimir Putin’s ongoing efforts to reestablish the inclusive Russian World (Russkiy Mir) ideology. During the Moscow Diocesan Assembly on December 20, Kirill blamed migrants for increasingly threatening interreligious and interethnic peace in Russia by refusing to integrate into Russian society and forming criminal and extremist organizations. Kirill added that life for the ethnically Russian “indigenous population” is almost unbearable in some areas, including Moscow, claiming that if such trends continue then the Russian Orthodox people will “lose Russia.” Kirill’s statements contrast with Putin’s recent efforts to present himself as a centrist figure and to reestablish the concept of the Russian World, which includes all people of different ethnicities and religious affiliations who have lived or are living in geographical areas that belonged to Ancient Rus (Kyivan Rus), the Kingdom of Muscovy, the Russian Empire, the Soviet Union, and the contemporary Russian Federation. Putin notably also stated during the Meeting of the Council of Legislators on December 20 that the Russian constitution and government are trying to ensure harmony in a diverse and large Russia – reemphasizing his efforts to present Russia as an inclusive and harmonious multicultural Russian state.

Israel has degraded Hamas’ North Gaza Brigade, which is consistent with CTP-ISW's observation that Israel appears to be nearing the final stages of its clearing operation in the northern Gaza Strip. The Israel Defense Forces (IDF) announced the beginning of clearing operations in Jabalia on November 18. The IDF reported on December 19 that it completely “dismantled” Hamas’ three battalions operating in Jabalia. About 500 suspected Palestinians fighters surrendered to Israeli forces in the Jabalia refugee camp, some of whom belong to Hamas and Palestinian Islamic Jihad (PIJ). Israeli Army Radio reported that the IDF fought “hard battles” in Jabalia against Palestinian militias for more than two weeks until Israeli forces had killed over 1,000 fighters. IDF Brigadier General Itzik Cohen said that the fighting in Jabalia "resulted in the dismantling of the military capacity” of Hamas’ North Gaza Brigade. The IDF estimated on December 19 that there are only a few militia fighters left in the Jabalia area.

Russian President Vladimir Putin is increasingly invoking the Kremlin's pre-invasion pseudo-historical rhetoric to cast himself as a modern Russian tsar and framing the invasion of Ukraine as a historically justified imperial reconquest. Putin addressed the Russian Ministry of Defense (MoD) Collegium on December 19 and largely reiterated boilerplate Kremlin rhetoric on the war in Ukraine by blaming NATO and the collective West for encroaching on Russia's borders and exculpated himself for issues faced by the Russian Armed Forces in Ukraine by deflecting the blame towards the Russian MoD bureaucracy. Putin additionally lauded Russian battlefield operations and Russia's defense industrial base’s net output in 2023, furthering several of his standard talking points. Putin once again invoked the concept of "compatriots abroad" when discussing residents in "southeastern Ukraine" who, he asserted, have historical, cultural, and linguistic attachments to Russia, in order to justify the invasion of Ukraine on ideological grounds.

Israel appears to be nearing the final stages of its clearing operation in the northern Gaza Strip. Israeli ground forces advanced into the northern Gaza Strip on October 27. Israeli clearing operations have relied on ground, air, and naval forces to destroy Hamas’ military infrastructure, namely its tunnel system and command structure. Palestinian militia fighters have clashed with Israeli forces in virtually all neighborhoods of the northern Gaza Strip since October 27. The Israeli Army Radio reported that the IDF has killed between 6,000 and 7,000 Palestinian militia fighters since the war began. Operations in the northern Gaza Strip likely resulted in most of the deaths. CTP-ISW defines “degrade” as a temporary effect whereby a unit’s losses seriously impede its ability to continue executing assigned missions while the unit remains able to operate.

A combination of artillery ammunition shortages and delays in the provision of Western security assistance is likely causing Ukrainian forces to husband materiel and may delay future Ukrainian counteroffensive operations. Ukrainian Tavriisk Group of Forces Commander Brigadier General Oleksandr Tarnavskyi stated in an interview with Reuters published on December 18 that Ukrainian forces have shortages of 122mm and 152mm shells along the entire frontline. Tarnavskyi stated that the shortages are prompting Ukrainian forces to redistribute artillery ammunition and replan military tasks. Ukrainian Deputy Defense Minister General Ivan Havrylyuk also acknowledged on December 18 that Ukrainian artillery ammunition shortages will continue. Tarnavskyi stated that Russian forces are also having issues with artillery ammunition, although Ukrainian and Western officials have reportedly assessed that the Russian forces are currently conducting artillery fire at a rate five to seven times greater than the Ukrainian forces.

Russian President Vladimir Putin threatened Finland and the wider NATO alliance in a statement ostensibly meant to dismiss concerns about the threat that Russia poses to NATO. Putin gave an extended interview with Russian state TV channel Rossiya 1 on December 17, wherein he attempted to deny US President Joe Biden’s December 6 warning that Russia would attack a NATO country in the future if it won the war in Ukraine. Putin argued that Russia does not have any geopolitical, economic, military, or territorial reason to fight NATO and that Russia is interested in developing relations with NATO member states. Putin followed this supposed reassurance with an accusation that NATO member states artificially created conflict between Russia and Finland and “dragged“ Finland into the NATO alliance. Putin stated that “there will be problems” with Finland and that Finland’s NATO accession prompted Russian officials to start forming the Leningrad Military District (LMD) and concentrating military units in northwestern Russia. The Russian military is currently redividing the Western Military District (WMD) to reform the LMD and the Moscow Military District (MMD) as part of a long-term restructuring and expansion effort that aims to prepare Russia for a potential future large-scale conventional war against NATO. The WMD is responsible for the Russian border with NATO members Lithuania, Latvia, Estonia, and Finland but has largely been committed to the fight in Ukraine, where it has incurred significant losses. The restoration of the LMD and MMD is likely intended to balance Russian operational requirements in Ukraine with Russian military posturing along the Russian border with NATO. Putin’s justification for the formation of the LMD, which will be responsible for an area bordering Finland, Sweden, and the Arctic, suggests that he sees the LMD as a military response to the “problems” of current and future NATO members in Scandinavia.

Israeli forces uncovered an advanced and extensive Hamas tunnel system in the northern Gaza Strip. The Israel Defense Forces (IDF) reported on December 17 that its forces had uncovered four kilometers of the tunnel near the Erez crossing in recent weeks. The tunnel is wide enough for vehicles to pass through it, reinforced with concrete, and connected to electricity and communications infrastructure. Israel said one section of the tunnel is the largest that it has discovered in the Gaza Strip and 400 meters from Israeli territory. The IDF stated that it was not familiar with the tunnel route nor its enormous scope prior to the war. The Wall Street Journal published a map of the tunnel system that Hamas has created below the Gaza Strip based on data from 2014, which includes a singular tunnel running south of the Erez checkpoint. The IDF published a map on December 17 of the entire tunnel network that it has uncovered, which shows a notable expansion of the tunnels’ coverage and complexity compared to the 2014 data.
