Russian Offensive Campaign Assessment, October 19

Russian authorities are likely setting information conditions to justify planned Russian retreats and significant territorial losses in Kherson Oblast. Commander of Russian Armed Forces in Ukraine Army General Sergey Surovikin reported during an appearance on Russian television that the Russian military leadership has to make “difficult decisions” regarding Kherson Oblast and accused Ukraine of planning to strike civilian and residential infrastructure in Kherson Oblast. Kherson Occupation Head Vladimir Saldo relatedly noted that his administration is evacuating the west bank of the Dnipro River in anticipation of a “large-scale” Ukrainian offensive. Surovikin‘s and Saldo’s statements are likely attempts to set information conditions for a full Russian retreat across the Dnipro River, which would cede Kherson City and other significant territory in Kherson Oblast to advancing Ukrainian troops. Russian military leaders have evidently learned from previous informational and operational failures during the recent Ukrainian counteroffensive in Kharkiv Oblast and are therefore likely attempting to mitigate the informational and operational consequences of failing to defend against another successful Ukrainian advance.

Supreme Leader Ali Khamenei’s refusal to concede on the mandatory hijab law is likely driving fissures among the political elite. Retired Islamic Revolutionary Guards Corps (IRGC) general Hossein Alaei expressed sympathy for some protester grievances and suggested abolishing the morality patrol on October 18. Alaei’s statement follows several moderate and reformist politicians taking similarly sympathetic position in recent days. Three reformists separately proposed reforms to address public frustrations on October 17, as CTP previously reported. Former Parliament Speaker Ali Larijani stated that the Law Enforcement Command (LEC) and Basij Organization should not be responsible for enforcing the mandatory hijab law on October 12. Khamenei has shown no indication that he will remove the hijab requirement or offer a similar concession to the people and has instead taken a hard line toward the protests in his recent speeches. Khamenei has thus taken a position that some members of the regime--even the most ideological--may not be willing to defend.

Russian forces continued to target critical Ukrainian civilian infrastructure with air, missile, and drone strikes on October 18. The Ukrainian General Staff reported that Russian forces launched 19 missile strikes and 68 air strikes against over 10 areas, including Kyiv, Zhytomyr City, Kharkiv City, Dnipro City, Kryvyi Rih, Zaporizhzhia City, Mykolaiv City, Odesa City, and other areas in Donetsk, Kherson, and Mykolaiv Oblasts. The Ukrainian General Staff also reported that Russian forces targeted unspecified areas with 43 kamikaze drones, 38 of which Ukrainian forces shot down. The Russian Ministry of Defense (MoD) claimed that Russian forces continued to strike Ukrainian infrastructure and military command facilities. Ukrainian President Volodymyr Zelensky stated on October 18 that Russian strikes between October 10 and October 18 destroyed 30% of Ukrainian power stations in a likely attempt to demoralize Ukrainian civilians that is unlikely to succeed.

He is increasingly spotlighting and relying on a smaller cadre of highly devoted followers in his power circles and a silent majority in the Russian population who will simply comply.

Iran Crisis Update, October 17

The Islamic Revolutionary Guards Corps (IRGC) began a three-day military exercise along the Iran-Azerbaijan border on October 17 likely to threaten Azerbaijan for allegedly hosting Israeli intelligence agents. The IRGC is using this exercise to demonstrate its capability to attack Azerbaijan and strike targets in Azerbaijani territory. The exercise includes artillery, helicopters, tanks, and missiles. The IRGC announced plans to practice bridging the river that divides Iran and Azerbaijan for the first time during this exercise. The IRGC is using the Fateh-360 short-range ballistic missile, which has a reported operational range of 120 kilometers, in this exercise. IRGC-affiliated media boasted that the IRGC has previously used these missiles for cross-border attacks into Iraqi Kurdistan. An IRGC-affiliated journalist tweeted that the exercise signals the readiness of the IRGC to confront Azerbaijan.

Russian forces conducted a series of drone and missile strikes against residential areas and critical infrastructure throughout Ukraine on October 17. Russian troops struck Kyiv, Zaporizhzhia City, and areas in Vinnytsia, Sumy, Dnipropetrovsk, and Mykolaiv Oblasts and launched nine missile strikes and 39 air strikes on October 17. Ukrainian Air Force spokesperson Yuriy Ignat noted that Russian forces launched 43 drones from southern Ukraine, 37 of which Ukrainian troops destroyed and the majority of which were Iranian Shahed-136 drones. Five Shahed-136 drones struck infrastructure in the Shevchenkivskyi district of Kyiv, including the UkrEnergo (Ukrainian electricity transmission system operator) building.

Ukrainian forces are currently conducting a counteroffensive push in Kherson Oblast as of October 16. The IRGC may resume attacks against targets in Iraqi Kurdistan in the coming days. IRGC and Lebanese Hezbollah (LH) media outlets blamed Kurdish militants’ presence in Iraqi Kurdistan for ongoing, anti-regime protests on October 16. LH-owned Al Ahed News recirculated an IRGC-owned media outlet article that claimed that Mossad agents have been working with Kurdish Komala militants to establish sabotage networks in Iran since 2021. IRGC Telegram channels also posted an October 16 statement from the chief of the Iranian Armed Forces General Staff, Mohammad Bagheri, warning that the IRGC will resume attacks into Iraqi Kurdistan if the Kurdistan Regional Government (KRG) fails to “deport or disarm the local militias.”

A major fire broke out at the Evin prison in Tehran on October 15, and the regime used live rounds and tear gas against prisoners and nearby protestors. Iranian state media made the unsubstantiated claim that inmates started the fire. Regime security forces used violence against prisoners and nearby protesters during the fire. Persian-language social media accounts reported that security forces have blocked roads to the prison and fired live rounds and tear gas. Social media users and western media outlets reported explosions and gunshots around Evin Prison.

Russia continues to conduct massive, forced deportations of Ukrainians that likely amount to a deliberate ethnic cleansing campaign in addition to apparent violations of the Convention on the Prevention and Punishment of the Crime of Genocide. Russian Deputy Prime Minister Marat Khusnullin stated on October 14 that “several thousand” children from Kherson Oblast are “already in other regions of Russia, resting in rest homes and children’s camps.” As ISW has previously reported, Russian authorities openly admitted to placing children from occupied areas of Ukraine up for adoption with Russian families in a manner that may constitute a violation of the Convention on the Prevention and Punishment of the Crime of Genocide.
