Russian Offensive Campaign Assessment, April 28, 2024

Recent Russian gains northwest of Avdiivka have prompted Ukrainian forces to withdraw from other limited tactical positions along the frontline west of Avdiivka, although these withdrawals have yet to facilitate rapid Russian tactical gains. Russian forces remain unlikely to achieve a deeper operationally significant penetration in the area in the near term. The continued Russian stabilization of their salient northwest of Avdiivka presents the Russian command with a choice of continuing to push west towards its reported operational objective in Pokrovsk or trying to drive northwards to conduct possible complementary offensive operations with the Russian effort around Chasiv Yar.

The IDF reported on April 27 that the Israeli Defense Ministry began construction of a humanitarian aid distribution area on the coast of the central Gaza Strip. This aid distribution point will service the US-constructed pier off the coast of the Gaza Strip.

Russian forces will likely make significant tactical gains in the coming weeks as Ukraine waits for US security assistance to arrive at the front but remains unlikely to overwhelm Ukrainian defenses. Politico reported on April 26 that Ukrainian President Volodymyr Zelensky told US Speaker of the House Mike Johnson in December 2023 that Ukrainian forces would be able to “hold out” until March or April 2024 without additional US security assistance, a period through which Ukrainian forces are now passing without the arrival of US military aid.

Public meetings between officials from Russia, Belarus, the People’s Republic of China (PRC), Iran, and North Korea have surged in recent days, with at least 10 high-level bilateral meetings between April 22 and 26, underscoring the deepening multilateral partnership these states are constructing to confront the West.

The PRC unilaterally opened two eastbound connecting flight routes near Taiwanese airspace over the Kinmen and Matsu islands. The move is likely part of a CCP effort to strain Taiwan’s situational awareness around its airspace and put pressure on Taiwan’s incoming Lai Ching-te administration.

Russian forces are stabilizing their small salient northwest of Avdiivka and may make further tactical gains that could cause Ukrainian forces to withdraw from other tactical positions along the frontline west of Avdiivka to a more defensible line. Geolocated footage published on April 25 indicates that Russian forces advanced into central Solovyove (northwest of Avdiivka) from Novobakhmutivka after likely seizing all of Novobakhmutivka on the night of April 24 to 25. Russian sources claimed that Russian forces seized all of Solovyove on April 25 and advanced up to two kilometers in depth in eastern Novokalynove (northwest of Avdiivka) on the night of April 24 to 25.

Hamas and Palestinian factions are targeting and threatening to target the humanitarian pier in the central Gaza Strip that is meant to distribute aid to the northern Strip. Israeli media report that unspecified Palestinian fighters mortared construction facilities for the US-built pier in the central Gaza Strip on April 25. The mortars struck engineering equipment close to the pier. The World Health Organization (WHO) director general said on April 22 that WHO aid missions to hospitals in northern Gaza have been only “partly successful” due to delays at checkpoints and ongoing fighting in the Gaza Strip. Hamas Political Bureau Deputy Chairman Khalil al Hayya separately implied that Hamas would attack any non-Palestinian presence in the Gaza Strip “at sea or on land.” The US-built pier will be off the coast of the Gaza Strip.

The Islamic State claimed that its Somali affiliate has expanded control over mountainous areas of northern Somalia at the expense of al Qaeda’s Somali affiliate al Shabaab, which would strengthen the regional IS office’s ability to support global Islamic State activity, including funding external attack plots in Asia and the West through the Islamic State Khorasan Province (ISKP).

Iranian-backed Iraqi militias appear divided on whether to resume attacks targeting US forces. Iran is continuing to collaborate with other revisionist countries, such as Russia and North Korea, to advance their mutual agendas and undermine the West. Several Israeli defense and security officials told international media outlets that the IDF is fully prepared for a clearing operation into Rafah.
