Success in war is measured not by level of effort but by the degree to which a country achieves the policy goals set by its senior political leaders. Regarding Russia’s war in Ukraine, the United States has four policy goals — two grand strategic and two theater strategic. Achieving these goals is not guaranteed. And without changes, the U.S. could yet achieve little.

The fight for Severodonetsk is a Russian information operation in the form of a battle. One of its main purposes for Moscow is to create the impression that Russia has regained its strength and will now overwhelm Ukraine. That impression is false. The Russian military in Ukraine is increasingly a spent force that cannot achieve a decisive victory if Ukrainians hold on.
Russian President Vladimir Putin is pressuring Ukraine and the West on multiple fronts. He has set conditions to conduct military operations against Ukraine on a large scale. He is exploiting Russia’s leverage on Europe’s energy supplies and enabling Belarusian escalation against Poland, a NATO country. These efforts are parts of a deliberate campaign supporting specific demands Putin is making of the West, including permanently abjuring further enlargement of NATO and military support to Ukraine. He may not launch the invasion he has prepared, but he is determined to use its threat along with his other tools of leverage to compel the West’s formal recognition of Russia’s suzerainty over the former Soviet states. Nord Stream 2 is part of these efforts and always has been. It is a threat to Europe’s security and to Ukraine’s independence. This pipeline will change the geopolitical landscape in Europe for years to come. It is worth renewing the fight to prevent Nord Stream 2 from starting operations.

The United States and its allies should support Sandu’s efforts to expand, strengthen, and intensify cooperation agreements with Western countries as well as Sandu’s stated objective to end Russia’s military presence in the breakaway region of Transnistria to limit a dangerous Kremlin position in the eastern Balkans and on Ukraine’s western border.

Ukrainian forces have adapted. Ukraine’s military decision-making is sound. Now is not the time for Western doubt but for the West to embrace Ukraine’s way of war and commit to sustaining Ukraine’s initiative on the battlefield.

Recent media coverage speculating about potential Ukrainian courses of action has used and in some cases misrepresented ISW assessments to make predictions in ways that are inconsistent with the intent of ISW’s products and do not reflect ISW’s institutional views. While our aim is indeed to enable informed reporting about the war by providing granular insights into the situation on the ground, the nature and purpose of our assessments is to evaluate the war as it unfolds and not to provide insight into Ukrainian planning. Inferring predictions of Ukrainian operations from ISW maps and assessments that do not explicitly offer such predictions is inappropriate and not in accord with their intended use.

Israeli forces advanced into Beit Hanoun in the northeastern Gaza Strip to conduct clearing operations. Israeli infantry and tanks maneuvered through Beit Hanoun on October 31. Local media reported that Palestinian militias engaged the IDF north of Beit Hanoun. The New York Times noted that lines of armored vehicles traveled on the Salah al Din road running north to south in the Gaza Strip and in the northeastern corner of Beit Hanoun. The al Qassem Brigades attacked an IDF unit clearing a building in the area. The IDF said its forces engaged in fierce battles deep inside the Gaza Strip and eliminated military infrastructure and seized weapons, including IEDs. The al Qassem Brigades military spokesman said that militants have introduced various types of lethal explosive devices to the battle.
Israeli forces continued operating in the vicinity of al Shifa Hospital without fully isolating it on November 12. Israeli forces fought Palestinian militia fighters near the Square of the Unknown Soldier less than half a kilometer from the al Shifa Hospital complex. A Palestinian journalist reported that the al Qassem Brigades—the military wing of Hamas—ambushed Israeli forces south of the Square of the Unknown Soldier on Shuhada Street. Other Palestinian militia fighters fought Israeli forces on Omar Mukhtar Street, which bounds the square.
