Iran Update, July 7, 2024

Hamas is continuing to resist Israeli and US efforts to create a phased ceasefire deal that would secure the release of Israeli hostages, end the war, and begin major reconstruction efforts in the Gaza Strip. The remaining gap in ceasefire negotiations is significant because agreeing to the most recent Hamas language would effectively commit Israel to the permanent ceasefire Hamas has been demanding before Hamas released all remaining hostages. Hamas’ current demands could also enable Hamas to drag on negotiations indefinitely with no mechanism to compel it to release the remaining hostages.

Moderate politician Masoud Pezeshkian won the Iranian presidential runoff election on July 5. Iranian media reported that Pezeshkian received over 16 million votes, while his opponent, ultraconservative hardliner Saeed Jalili, received approximately 13.5 million votes. Pezeshkian and Jalili won approximately 10.4 million and 9.5 million votes respectively in the first round of voting on June 28. Pezeshkian will be inaugurated on an unspecified date between July 22 to August 5. Pezeshkian’s presidency will mark a departure from hardline President Ebrahim Raisi’s presidency.  Pezeshkian has repeatedly criticized Raisi’s presidency in recent weeks.

Hungarian Prime Minister Viktor Orban continues to posture himself as a potential mediator to end the war in Ukraine despite Russian President Vladimir Putin's rejection of mediation or serious negotiations. Orban is likely aiming to shift Western focus towards possible peace negotiations as part of his overarching effort to undermine European support for Ukraine.

Israeli Prime Minister Benjamin Netanyahu sent a delegation led by Mossad Director David Barnea to Doha, Qatar on July 5 to continue ceasefire talks.

Russian President Vladimir Putin used a meeting with Hungarian Prime Minister Viktor Orban on July 5 to oppose a negotiated ceasefire altogether and expressed his commitment to pursuing a "final" end to the war that would achieve his goal of destroying Ukrainian statehood.

Russian President Vladimir Putin explicitly rejected Russian participation in any meaningful negotiations on a ceasefire agreement, instead demanding Ukraine's "irreversible" "demilitarization" as a precondition for any ceasefire agreement. Putin is thus demanding that Ukraine effectively surrender in advance of any ceasefire.

Ukraine is addressing its manpower challenges and is forming several new brigades, but delayed and insufficient Western weapons deliveries will likely prevent Ukraine from equipping all these new brigades. Timely and appropriate Western security assistance continues to be a crucial determinant of when and at what scale Ukrainian forces can contest the battlefield initiative and conduct operationally significant counteroffensive operations in the future. Ukrainian President Volodymyr Zelensky stated in an interview with Bloomberg published on July 3 that Ukrainian forces are better positioned in terms of manpower than they were a few months ago and that Ukraine's ability to conduct a future counteroffensive operation depends on equipping brigades with heavy equipment, such as mechanized fighting vehicles, armored personnel carriers, tanks, and heavy artillery (likely referencing at least 10 planned new Ukrainian brigades).

The two Iranian presidential candidates—ultraconservative Saeed Jalili and reformist Masoud Pezeshkian—discussed economic issues in their final debate before the upcoming runoff election. The debate occurred on July 2. Ultraconservative Saeed Jalili continued to downplay the importance of nuclear negotiations with the West. Reformist Masoud Pezeshkian tried to garner support from hardliners. The runoff election will occur on July 5.

China-Taiwan Weekly Update, July 3, 2024

Chinese Coast Guard (CCG) ships boarded a Taiwanese fishing boat for illegally fishing in PRC waters and escorted it to a naval port in Fujian province on July 2. The Taiwanese fishing boat was within PRC territorial waters 11.5 nautical miles from the PRC coast when the CCG ships confronted it. It was also near the Taiwanese island of Kinmen, though not within Taiwan-controlled waters. CCG spokesperson Liu Dejun said the fishing boat was suspected of illegally fishing in a prohibited area in violation of a summer fishing moratorium and was using equipment that did not comply with regulations.
