Russian President Vladimir Putin continues to threaten the possibility of a nuclear confrontation between Russia and the West in order to exert further control over Western decision-making and discourage the West from allowing Ukraine to use Western-provided weapons to strike military objects in Russia.
The intensifying operations between Israel and Lebanese Hezbollah are part of the broader war that Israel has fought since October 7, 2023. Hezbollah has conducted almost daily attacks into Israel since the war began in order to compel Israel to accept defeat in the Gaza Strip and thus preserve Hamas. Israeli Prime Minister Benjamin Netanyahu defined returning northern Israelis to their homes as an additional war aim, adding it to the objectives he set after October 7: returning Israeli hostages and destroying Hamas’ military and governance capabilities in the Gaza Strip.
Russian forces have reached the outskirts of Vuhledar amid what appears to be an intensified offensive push near the settlement, but the capture of Vuhledar is unlikely to afford Russian forces any particular operational edge for further offensive operations in western Donetsk Oblast. Geolocated footage published on September 24 shows that Russian forces advanced into eastern Vuhledar up to 12 Desantnykiv Street, confirming reports from Russian and Ukrainian sources that Russian troops broke into eastern Vuhledar between September 23 and 24.
Israel set new war objectives for Lebanon on September 16. Accomplishing these objectives would require the IDF to undertake a second major military campaign in Lebanon as part of the October 7 War.
Ukrainian President Volodymyr Zelensky arrived in the United States on September 23 and reiterated Ukraine's need for timely and uninterrupted US military assistance.
Russia and several countries in the Middle East, including Iran, are taking advantage of conflicts that have emerged in Sudan and Somalia to grow military engagement with some of the factions involved in the crises. These countries are advancing their economic, military, and political objectives in the Horn of Africa and the greater Red Sea area at the expense of the interests of the local populations and the United States. Shifting regional alliances in the Middle East have shaped some of the external engagement in the Horn of Africa as powers compete for economic, military, and political influence in the Red Sea.
The IDF conducted a large-scale air campaign into Lebanon. This activity marks three consecutive days of heavy Israeli airstrikes into Lebanon. Lebanese Hezbollah launched its own strikes into Israel, which is consistent with Hezbollah’s stated intent to continue cross-border attacks. The Islamic Resistance in Iraq claimed five attacks into Israel. The IDF intercepted several drones and cruise missiles headed toward Israel from Iraq.
Ukraine's September 18 strike against a Russian missile and ammunition storage facility near Toropets, Tver Oblast reportedly destroyed enough Russian munitions to affect Russian operations in the coming months. The Kremlin is reportedly reconsidering the effectiveness of nuclear saber-rattling as part of its efforts to influence the ongoing Western policy debate about supporting Ukraine and specifically permitting Ukraine to use Western-provided weapons against military objects in Russia.
Ukrainian forces conducted another successful drone strike against Russian missile and ammunition storage facilities as well as a mobile radar system in Russia overnight on September 20 to 21.
