Iran Update, June 13, 2023

1. Lebanese Hezbollah provided drone training for Iranian-backed militias in eastern Syria. Iranian-backed militias could use these drones to support efforts to expel US forces from Syria.
2. Lebanese Hezbollah and Fatemiyoun militants conducted a military exercise in central Syria, likely to signal their ability to attack US forces in Syria.
3. The IRGC Quds Force has recruited Syrians to establish “sleeper cells” in Syrian Democratic Forces (SDF) territory to attack US forces.
4. Iranian President Ebrahim Raisi traveled to Caracas, Venezuela to expand Iran's economic influence in Latin America. Greater economic cooperation with Latin American countries will not enable the Iranian regime to fix the structural flaws in Iran’s economy, however.

Iran Update, June 12, 2023

Iranian officials are promoting reports of resumed nuclear negotiations with the United States likely to generate short-term benefits for the Iranian economy.

Iranian security forces are attempting to discourage citizens from holding commemoration ceremonies for killed Mahsa Amini protesters. Security forces’ renewed violence against innocent citizens could revive anti-regime protests.

Russian Offensive Campaign Assessment, June 12, 2023

Ukrainian forces continued counteroffensive operations in at least three sectors of the front and made territorial gains on June 12. Ukrainian Deputy Defense Minister Hanna Malyar reported on June 12 that Ukrainian forces in the Donetsk and Tavrisk (Zaporizhia) directions have advanced 6.5km and retaken 90 square kilometers of territory over the past week. Malyar added that Ukrainian forces liberated one settlement in western Zaporizhia Oblast and six settlements in eastern Zaporizhia and western Donetsk oblasts in the same period. Ukrainian Eastern Group of Forces Spokesperson Colonel Serhiy Cherevaty stated that Ukrainian troops continued counterattacks on the flanks of Bakhmut and advanced 250 to 700 meters in unspecified areas on the outskirts of the city. Russian sources noted that Ukrainian forces continued counterattacks on Russian positions southwest, north and northwest of Bakhmut, particularly near Berkhivka (3km northwest of Bakhmut). Geolocated footage posted on June 12 additionally indicates that Ukrainian forces have made limited advances in western Donetsk Oblast south of Velyka Novosilka. Russian milbloggers claimed that Russian forces are trying to counterattack in this area and that fighting continued in the western Donetsk-eastern Zaporizhia Oblast area over the course of June 12. Russian milbloggers additionally reported Ukrainian combat activity in western Zaporizhia Oblast near Orikhiv, but noted that the intensity of attacks on this sector has decreased somewhat.

The destruction of the Kakhovka Hydroelectric Power Plant dam on June 6, 2023, is significantly changing the geography and topography of the Kherson frontline sector in southern Ukraine. ISW has developed a new interactive map, enabled by the Jack London Geospatial Fund, which allows a user to a swipe bar to show the before and aftereffects of flooding in Kherson Oblast. This map also shows how flooding has impacted Russian control of terrain on the left bank of the Dnipro River between June 5 and June 9.

Ukrainian forces conducted counteroffensive operations in at least three areas of the front and made territorial gains on June 10 and 11. Ukrainian Deputy Defense Minister Hanna Malyar reported that Ukrainian forces are conducting offensive operations in the Bakhmut area, and Russian sources reported continued Ukrainian ground attacks on Bakhmut’s northern and southern flanks. Geolocated footage and Russian sources indicated that Ukrainian forces liberated multiple settlements during continued ground attacks south, southwest, and southeast of Velyka Novosilka in western Donetsk Oblast. Russian sources reported that Ukrainian forces continued to attack southwest of Orikhiv in Zaporizhia Oblast, and Ukrainian forces made gains in this area.

Ukrainian forces conducted counteroffensive operations in at least four areas of the front on June 10. Russian sources reported Ukrainian activity in Luhansk Oblast near Bilohorivka. Ukrainian Eastern Group of Forces Spokesperson Colonel Serhiy Cherevaty noted that Ukrainian forces advanced up to 1,400m in unspecified areas of the Bakhmut front, and Russian milbloggers reported Ukrainian advances northwest and northeast of Bakhmut. The Russian Ministry of Defense (MoD) and other Russian sources claimed that Ukrainian troops conducted localized attacks in the Donetsk-Zaporizhia Oblast border area, particularly in the Velyka Novosilka area. Geolocated footage posted on June 10 additionally indicates that Ukrainian forces in western Zaporizhia Oblast made localized gains during counterattacks southwest and southeast of Orikhiv, and Russian milbloggers continued to claim that Russian forces in this area are successfully defending against attempted Ukrainian advances.

Iran Update, June 9, 2023

Iran is establishing military storage facilities in eastern Syria, likely to facilitate Iranian weapons transfers and military entrenchment along a critical transportation route into the country. A senior Islamic Revolutionary Guards Corps (IRGC) official in al Mayadin ordered Lebanese Hezbollah-run, US-sanctioned construction company Jihad al Binaa to excavate land for weapons warehouses and tunnels in eastern al Mayadin, according to local anti-Iranian outlet Eye of Euphrates on June 8. Separately, Iranian-backed militants transported a large construction crane to dig tunnels and build warehouses near the Ain Ali Shrine in the southern outskirts of al Mayadin on May 31.These construction projects are part of a larger Iranian effort to build military infrastructure throughout Deir ez Zor Province. CTP previously reported Jihad al Binaa and the IRGC built a barracks, weapons storage facility, training camp, and dozens of houses for families of Iranian-affiliated militants in Deir ez Zor City on May 19. Iran stores advanced weapons in underground sites to protect the materiel from detection and destruction, especially from Israeli airstrikes, indicating Iran intends to build up an advanced weapons stockpile in al Mayadin. Iranian-backed militias have previously targeted US forces from al Mayadin.

Russian Offensive Campaign Assessment, June 9, 2023

Ukrainian forces continued counteroffensive operations in least four areas of the front on June 9. The Russian Ministry of Defense (MoD) claimed that Russian forces repelled limited and localized Ukrainian ground attacks in the Kreminna area. Ukrainian officials stated on June 9 that Ukrainian forces advanced 1.2 kilometers in continued offensive operations near Bakhmut on June 8. Ukrainian forces continued limited counteroffensive operations in western Donetsk Oblast near the Donetsk-Zaporizhia Oblast border on June 9, and made tactical gains in the area. Ukrainian forces also continued ground attacks in western Zaporizhia Oblast overnight from June 8 to 9 and during the day on June 9, and a Russian source suggested that Ukrainian forces made incremental gains during the attacks.

Salafi-Jihadi Movement Weekly Update, June 7, 2023

Iraq and Syria. The Iraq and Syria section is on pause until the Salafi-Jihadi Movement Weekly Update, June 21, 2023.

Burkina Faso. Burkinabe forces greatly increased their operations against al Qaeda–linked militants near Burkina Faso’s southern border in May, which has likely temporarily degraded the militants’ support zones in the area. The uptick in operations is in response to the growing presence of the al Qaeda–linked group in the area throughout 2023. The al Qaeda–linked militants will likely maintain their support zones in southeastern Burkina Faso and strengthen them as Burkinabe forces scale back counterterrorism pressure over time, using nearby havens along the borders with Benin, Ghana, and Togo.

Pakistan. The Afghan Taliban may be aiding Tehrik-e-Taliban Pakistan (TTP) efforts to coerce Pakistan into entering negotiations by supporting TTP attacks in Pakistan. The Taliban stated it will relocate TTP militants and other Pashtun refugees away from the border with Pakistan, likely to persuade Pakistan to negotiate with the TTP. The Taliban may be seeking to manage relations with the TTP and Pakistan. The Pakistani government has repeatedly asked that the Taliban address TTP safe havens in Afghanistan in recent months.

Afghanistan. Islamic State Khorasan Province (ISKP) resumed conducting attacks after a two-month operational pause and assassinated a Taliban deputy governor in Badakhshan Province, northern Afghanistan. ISKP’s use of a vehicle-borne improvised explosive device (VBIED) indicates it has likely established a support zone around the provincial capital of Badakhshan Province. Taliban security measures have so far been insufficient to prevent ISKP from repeatedly assassinating local Taliban leadership in Badakhshan.
