China-Taiwan Weekly Update, January 4, 2024

Democratic Progressive Party (DPP) presidential candidate Lai Ching-te continues to lead in the polls. Polls from all major organizations in Taiwan show that Lai maintains a lead of at least three percentage points over Kuomintang (KMT) candidate Hou Yu-ih. Lai’s lead is greater than the margin of error. Some polls, such as Formosa and Mirror News, show that Lai holds more than a ten-point lead over Hou. The Poll of Polls, which is a weighted average of public election polls over the past 15 days that Taiwan News publishes, shows slight changes in candidate support levels since last week. Lai’s support has remained mostly steady at 35.3%, while support for Taiwan People’s Party (TPP) candidate Ko Wen-je grew by three percentage points to 24%. Hou fell nearly two points to 28.7%, however. The slight shift in voter support comes after three televised policy presentations from the presidential candidates on December 20, 22, and 26. These are the last polls in the run-up to the presidential election, as Taiwan entered a ten-day poll “blackout” period on January 3 ahead of the election on January 13.

Iranian-backed actors in Iraq have intensified their effort to expel US forces from Iraq. CTP-ISW has assessed that Iranian-backed actors are using almost daily militant attacks and legal and political pressure to force US troops to leave. These Iranian-backed actors have disguised the reason for their attacks, framing them as responses to the Israel-Hamas war. These attacks trigger US self-defense strikes, to which the United States has a legitimate right to protect its servicemembers. The Iranian-backed Iraqi actors exploit these strikes, framing them as violations of Iraqi sovereignty and territorial integrity and thereby pressuring the Iraqi federal government to pursue the removal of US forces.

Russian Offensive Campaign Assessment, January 4, 2024

Ukrainian military officials reported that Ukrainian forces struck at least one Russian military target in occupied Crimea, while Russian officials and milbloggers claimed that the Ukrainian strike was unsuccessful. Ukrainian Armed Forces Center for Strategic Communications (StratCom) stated on January 4 that Ukrainian forces struck a Russian command post near Sevastopol in the afternoon. Ukrainian Air Force Commander Lieutenant General Mykola Oleshchuk implied that Ukrainian strikes against Sevastopol and Yevpatoria may have targeted the locations of Russian military leaders. Oleshchuk also amplified footage of a smoke plume geolocated to the eastern outskirts of Uyutne and a report by a Crimean source, which stated that a projectile reportedly struck a Russian air defense unit near Uyutne (just west of Yevpatoria). The Russian Ministry of Defense (MoD) claimed that Russian forces shot down 10 Ukrainian missiles over Crimea. Russian sources, including the MoD and Sevastopol occupation governor Mikhail Razvozhaev, claimed that Russian air defenses repelled the Ukrainian strike.

Salafi-Jihadi Movement Update Special Edition: Ethiopia-Somaliland Port Deal Alters Horn of Africa Counterterrorism and Red Sea Geopolitics

Ethiopia signed a memorandum of understanding with the de facto independent Somaliland Republic, a breakaway region of Somalia, to lease a naval port that will give it Red Sea access in exchange for formally recognizing Somaliland. The port deal has severely strained Somali-Ethiopian relations and increased anti-Ethiopian sentiment in southern Somalia, which will likely weaken regional counterterrorism cooperation and energize al Shabaab. Ethiopia’s African Red Sea neighbors in Djibouti, Egypt, and Eritrea will likely view an Ethiopian base as a threat, while the United Arab Emirates’ (UAE) strong ties with the Ethiopian government will strengthen the Emiratis’ position in its regional rivalry with other Gulf countries, such as Saudi Arabia and Qatar.

Iran Update, January 3, 2024

Palestinian militias continued to try to defend against Israeli clearing operations in Daraj and Tuffah neighborhoods of Gaza City on January 3. Israeli forces in the neighborhoods coordinated with artillery and ground forces to direct a drone strike targeting Palestinian fighters surveilling them with drones. Hamas’ military wing, the al Qassem Brigades, conducted three attacks targeting Israeli forces and vehicles in Daraj and Tuffah. The group claimed that it detonated a Shawaz explosively formed penetrator (EFP) and anti-tank rocket at an Israeli bulldozer and tank east of Tuffah.

Unspecified fighters conducted a terrorist attack near Qassem Soleimani’s burial site in Kerman on the fourth anniversary of Soleimani’s death. Bloomberg News reported that the United States initially believes that the Islamic State or a related group was responsible for the attack.

The Houthis fired two anti-ship ballistic missiles at the Malta-flagged commercial vessel CMA CGM TAGE in the Red Sea. US CENTCOM reported that this was the 24th Houthi attack on maritime shipping in the Red Sea since November 19.

Russia and Ukraine conducted a prisoner of war (POW) exchange on January 3 in what was the largest POW exchange of the war to date and the first official POW exchange since August 2023. Ukrainian President Volodymyr Zelensky announced that over 200 Ukrainian soldiers and civilians returned to Ukraine from Russian captivity, including personnel of the Ukrainian Armed Forces, National Guard, Navy, and State Border Guard Service. Ukrainian Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets later clarified that 230 Ukrainian personnel returned to Ukraine in the 49th POW exchange since the beginning of Russia's full-scale invasion of Ukraine. Lubinets and Zelensky noted that many of the Ukrainian POWs fought and were captured on Snake Island and in Mariupol, suggesting that these soldiers had been in Russian captivity for nearly two years. The Russian Ministry of Defense (MoD), in turn, stated that 248 Russian military personnel returned to Russia as part of the exchange, and notably thanked the United Arab Emirates (UAE) for its role in mediating the exchange. Russian sources disagreed on the exact number of Ukrainians returned in the exchange, with some claiming that it was 173 and others claiming that it was "up to 230." Russian milbloggers generally praised the Russian MoD for securing the return of a greater ratio of Russian POWs to Ukrainian POWs, which Russian sources claimed was long overdue following a deeply unpopular POW exchange in September 2022 that swapped 215 Ukrainian POWs, including captured leaders of the Azov Regiment whom Russia had initially pledged to imprison at least until the end of the war, for 55 Russian POWs and political prisoners including Putin’s personal friend, pro-Russian Ukrainian oligarch Viktor Medvechuk.

Israeli forces are transitioning to the third phase of their operations in the northern Gaza Strip, which will very likely enable Hamas to reconstitute itself militarily. The Israel Defense Forces (IDF) confirmed that it withdrew five brigades from the northern Gaza Strip on December 31. This reduction in forces is part of what the IDF has described as its third phase in the strip, which also involves ending major combat operations, releasing reservists, transitioning to “targeted raids,” and establishing a security buffer zone within the Gaza Strip. Israeli forces have degraded several Hamas units and rendered others combat ineffective, particularly in the northern Gaza strip, since the beginning of the clearing operations. But Hamas’ military forces are neither defeated nor destroyed at this time. Decreased Israeli pressure would, in fact, allow Hamas to rebuild its military capabilities and infrastructure. Hamas maintains a conventional military structure, meaning that it should be able to quickly replace commanders who have died in the war. Several recently killed Hamas battalion and brigade commanders had led their units for many years, suggesting that they had the ability and time to develop successors to take their place. Such reconstitution is inconsistent with the stated Israeli war aims, which are to destroy Hamas militarily and politically.

Russian President Vladimir Putin identified the West as Russia’s “enemy” and implied that Russia is fighting in Ukraine in order to defeat the West. Putin responded to a Russian serviceman’s question about Western aid to Ukraine during a meeting at a military hospital in Moscow Oblast on January 1, stating that Russia’s issue is not necessarily that the West is aiding Ukraine, but rather that the West is Russia's "enemy." Putin added that “Ukraine by itself is not an enemy for [Russia],” but that Western-based actors “who want to destroy Russian statehood” and achieve the “strategic defeat of Russia on the battlefield” are Russia’s enemies. Putin claimed that Western elites are trying to break Russia into five parts and are trying to do so using Ukraine, but that the situation on the frontlines is changing and that Russia will “deal with the [West] faster” than the West can deal with Russia on the battlefields in Ukraine. Putin added that the problem is not in Western aid deliveries to Ukraine and noted that Ukraine has already been “completely destroyed,” that there is “nothing left” of the country, and that it “exists only on handouts.”

Iran Update, December 31, 2023

Israeli forces advanced into Beit Lahiya for clearing operations in the northern Gaza Strip. An Israeli Brigade Combat Team identified three Hamas fighters inside a building and directed an airstrike at their position in Beit Lahiya, according to an IDF report on December 31. The al Qassem Brigades—the militant wing of Hamas—intercepted an Israeli reconnaissance drone in Beit Lahiya on December 31. Israeli forces initially advanced into the Gaza Strip west of Beit Lahiya in late October. Commercially available satellite imagery captured on December 31 shows recently flattened terrain in Beit Lahiya City and north of the city, which suggests that Israeli tanks or bulldozers recently began operating in the area. The Wall Street Journal published a map of the tunnel system that Hamas has created below the Gaza Strip based on data from 2014, which includes an extensive tunnel network in Beit Lahiya. Palestinian militia fighters have used tunnel shafts to maneuver through the strip and to ambush Israeli forces. The IDF has located about 1,500 tunnel shafts and routes in the Gaza Strip since the beginning of the ground operation in the Gaza Strip, according to an IDF report on December 19.

Russian Offensive Campaign Assessment, December 31, 2023

Russian President Vladimir Putin used his annual New Year's address on December 31 to concretize Russian ideological priorities for 2024, notably omitting any mentions of the war in Ukraine and instead focusing on setting ideological conditions for the upcoming year. In stark contrast to last year's New Year's address, wherein Putin addressed the nation at the headquarters of the Southern Military District surrounded by uniformed military personnel and talked explicitly about Russia's goals in Ukraine, Putin's 2023 address shows him standing alone against the backdrop of the Kremlin, without a single mention of the "special military operation." Putin instead opted to very briefly thank Russian military personnel for fighting for "truth and justice," and otherwise focused on emphasizing Russian national unity. Putin also stated that 2024 will be the "Year of the Family," emphasizing that the Russian family is the backbone of "the multinational people of Russia," and that Russia is "one big country, one big family."
