Ukrainian forces struck the Tuapse Oil Refinery overnight on April 27 to 28 — the third strike against the refinery in April so far. The Ukrainian General Staff reported that Ukrainian forces conducted a drone strike against the Tuapse Oil Refinery in Krasnodar Krai overnight, causing a fire.[1]  The Ukrainian General Staff noted that Ukraine is still conducting the battle damage assessment (BDA) for the strike. Geolocated satellite footage published on April 28 shows multiple fires and smoke plumes at the Tuapse Oil depot and Refinery.[2] A Ukrainian open-source intelligence (OSINT) project assessed that the Ukrainian April 27 to 28 strikes damaged at least four oil storage tanks at the Tuapse refinery.[3] NASA Fire Information for Resource Management System (FIRMS) data for April 28 shows heat anomalies in the northern part of the Tuapse oil refinery, and the BBC Russian Service reported that the previous Ukrainian strikes had not affected this part of the refinery.[4] Krasnodar Krai authorities claimed that fallen drone debris caused the fire at the refinery.[5] Ukrainian forces struck the Tuapse Oil Refinery on the nights of April 15 to 16 and April 19 to 20, and Ukraine’s Unmanned Systems Forces (USF) reported that these two Ukrainian strikes destroyed 24 oil storage tanks and damaged four additional tanks.[6] Russian opposition outlet Astra noted that the Tuapse Oil Refinery had suspended operations at its only refining unit, which has an annual refining capacity of 12 million tons per year, following the April 19 to 20 strikes.[7] Ukrainian forces have been conducting a larger strike campaign against Russian military, oil, and port infrastructure in Krasnodar Krai in April 2026, including against the Sheskharis oil terminal and an Admiral Grigorovich-class frigate near the port of Novorossiysk on April 5 to 6, the oil pumping station in Krymsk on April 8 to 9 and April 10 to 11, the Naftoexport port and oil depot in Tuapse on April 15 to 16, the oil pumping station in Tikhoretsk on April 17 to 18, and the seaport in Yeysk on April 18 to 19.[8]

The April 27 to 28 strikes compelled the Kremlin to acknowledge the impacts of the Ukrainian strikes against the Tuapse Oil Refinery. Krasnodar Krai authorities declared a state of emergency in Tuapse Municipal Okrug as a result of the Ukrainian strikes on April 27 to 28 and noted that the strike also caused an oil spill.[9] Russian President Vladimir Putin met with Russian Civil Defense, Emergencies, and Disaster Relief Minister Alexander Kurenkov in response to the strikes on April 28 and instructed Kurenkov to travel to Tuapse to oversee the Russian response.[10] Kremlin Spokesperson Dmitry Peskov acknowledged the Tuapse strike but stated that all details about the struck objects are classified.[11] Peskov criticized Ukrainian strikes against Russian oil infrastructure as further destabilizing global energy markets.[12] The Kremlin does not usually respond to Ukrainian strikes against Russian oil infrastructure, but the impact of Ukraine’s strikes was apparently so significant that it prompted personal responses from Putin and Peskov on April 28. Ukraine has been escalating its strike campaign against Russian oil infrastructure as Russia has sought to exploit a global energy crisis to augment profits from its energy exports to fund its war in Ukraine.[13] Ukrainian forces will likely continue to exploit the large attack surface of Russia’s deep rear and overstretched Russian air defenses to launch more frequent and larger strikes against Russian oil infrastructure and military assets, supported by increased Ukrainian domestic drone production.[14]

Russian Supporting Effort: Northern Axis

Russian objective: Create defensible buffer zones in Sumy Oblast along the international border

Russian forces continued offensive operations north, northeast, and southeast of Sumy City on April 27 and 28 but did not make confirmed advances.[15] Russian milbloggers claimed that Russian forces advanced west of Taratutyne (southeast of Sumy City) and south of Ryasne (southeast of Sumy City).[16]

The Ukrainian Ministry of Defense (MoD) advisor on defense technology and drone and electronic warfare (EW) expert Serhiy “Flash” Beskrestnov reported on April 28 that Russian forces are again using long range BM-35 drones in the Sumy direction.[17]

Russian Main Effort: Eastern Ukraine

Russian Subordinate Main Effort #1 Kharkiv Oblast

Russian objective: Push Ukrainian forces back from the international border to create a defensible buffer zone with Belgorod Oblast and approach to within tube artillery range of Kharkiv City

Ukrainian forces recently advanced in the Kharkiv direction. Geolocated footage posted on April 27 shows Russian forces striking a Ukrainian position in the southern outskirts of Vovchansk (northeast of Kharkiv City).[18]

The Russian Ministry of Defense (MoD) claimed on April 28 that elements of the Russian 69th Motorized Rifle Division (6th Combined Arms Army [CAA], Leningrad Military District [LMD]) seized Zemlyanky (northeast of Kharkiv City).[19]

Russian forces recently conducted an infiltration mission in the Kostyantynivka-Druzhkivka tactical area. Geolocated footage published on April 27 shows Ukrainian forces striking a Russian position north of Rusyn Yar (south of Druzhkivka) after what ISW assesses was an infiltration mission.[25] The Russian Ministry of Defense (MoD) on April 28 credited elements of the Russian 10th Tank Regiment (20th Motorized Rifle Division, 8th Combined Arms Army [CAA], Southern Military District [SMD]) and 77th Separate Motorized Rifle Regiment (7th Military Base, 49th CAA, SMD) with the claimed seizure of Illinivka (southwest of Kostyantynivka).[26]

Russian forces continue assault operations near Kostyantynivka and drone strikes against Ukrainian logistics. The commander of a Ukrainian battalion operating in the Kostyantynivka direction reported on April 28 that Russian forces continue conducting infantry and motorized assaults in Kostyantynivka without using sabotage and reconnaissance groups.[27] The commander added that Russian forces have increased their deployment of drones in the Kostyantynivka direction since the fall of 2025, but have not gained fire control of Ukrainian ground lines of communication (GLOCs) despite their use of sleeper drones.

Russian forces continued offensive operations in the Dobropillya tactical area on April 28 but did not advance.[28]

Russian forces continued offensive operations in the Pokrovsk direction, reportedly without anti-thermal cloaks. A Ukrainian battalion commander reported that Russian forces are conducting assaults in small infantry groups near Hryshyne (northwest of Pokrovsk) to create the appearance of advances while operating without anti-thermal cloaks or other counter-drone defenses.[29]

Ukrainian forces continued their short-range strike campaign against the Russian near rear in the Pokrovsk direction. The Ukrainian General Staff reported that Ukrainian forces struck a Russian troop concentration near Rodynske (north of Pokrovsk) on April 27.[30]

Russian forces continued offensive operations in the Novopavlivka direction on April 28 but did not advance.[31]

Russian forces continued limited ground assaults east and southeast of Oleksandrivka on April 28 but did not advance.[32] The spokesperson of a Ukrainian brigade operating in the Oleksandrivka direction reported on April 28 that Russian ground assaults and infiltrations have declined to a minimum in the direction while Russian forces conduct rotations.[33]

Ukrainian forces continued their mid-range strike campaign against Russian military assets in occupied Donetsk Oblast. The Ukrainian General Staff reported on April 28 that Ukrainian forces struck a Russian troop concentration near occupied Velyka Novosilka (roughly 24 kilometers from the frontline) on April 27.[34] Geolocated footage published on April 27 shows an April 25 Ukrainian drone strike against a Russian locomotive pulling a train carrying fuel and lubricants on the Donetska Railway north of occupied Menchuhove (roughly 71 kilometers from the frontline).[35]

Russian Supporting Effort: Southern Axis

Russian objective: Maintain frontline positions, secure rear areas against Ukrainian strikes, and advance within tube artillery range of Zaporizhzhia City

Russian forces continued offensive operations in the Hulyaipole direction on April 28 but did not advance.[36]

Russian forces continued offensive operations and airstrikes in western Zaporizhia Oblast on April 28 as Ukrainian forces counterattacked in the area.[37]

Geolocated footage published on April 27 shows Russian forces striking Ukrainian positions in northern Novodanylivka, indicating that Ukrainian forces recently advanced in the area.[38]

Ukrainian forces continued their mid-range strikes against Russian military assets in occupied Zaporizhia Oblast. The Ukrainian General Staff reported on April 28 that Ukrainian forces struck Russian command and observation posts near occupied Molochansk (roughly 38 kilometers from the frontline), Kokhane (roughly 26 kilometers from the frontline), Uspenivka (roughly 68 kilometers from the frontline), and Stulneve (roughly 33 kilometers from the frontline), an equipment depot near occupied Kyrylivka (roughly 117 kilometers from the frontline), and a Russian troop concentration near occupied Starobohdanivka (roughly 47 kilometers from the frontline) on April 27.[39]

Russian forces continued limited ground attacks in the Kherson direction on April 28, including toward islands in the Dnipro River Delta, but did not advance.[40]

Ukrainian forces continued their short-range strikes against Russian military assets in occupied Kherson Oblast. The Ukrainian General Staff reported on April 28 that Ukrainian forces struck a Russian drone control point near occupied Hola Prystan, Kherson Oblast (southwest of Kherson City) on April 27.[41]Ukrainian forces continued their long-range strike campaign against Russian military assets in occupied Crimea on the night of April 27 to 28. The Ukrainian General Staff reported that Ukrainian forces struck a Russian radar station belonging to the Ai-Petri Radio Engineering Battalion, likely of the 3rd Radio Engineering Regiment (Russian Aerospace Forces’ [VKS] radio engineering troops), near occupied Okhotnyche, Crimea (roughly 260 kilometers from the frontline).[42] The Ukrainian Special Operations Forces (SSO) reported that Ukrainian forces struck a Russian Iskander-M ballistic missile system storage site near occupied Ovrazhky, Crimea (roughly 215 kilometers from the frontline).[43] NASA Fire Information for Resource Management System (FIRMS) data showed heat anomalies on April 28 at a reported Russian tactical missile systems base south of occupied Ovrazhky.[44] A Russian milblogger questioned on April 27 the ability of Russian forces to intercept Ukrainian drones over the sea on their approach towards occupied Crimea and the depth of Russian surface-to-air missile (SAM) magazines amidst the increasing intensity of Ukrainian drone strikes targeting occupied Crimea and Sevastopol and the frequency of Ukrainian drones penetrating airspace over occupied Crimea.[45]

Russian Air, Missile, and Drone Campaign

Russian Objective: Target Ukrainian military and civilian infrastructure in the rear and on the front line

Russian forces conducted a series of long-range drone strikes against Ukraine on the night of April 27 to 28. The Ukrainian Air Force reported that Russian forces launched 123 Shahed, Gerbera, Italmas, and other drones against UA overnight – of which roughly 80 were Shaheds — from the directions of Kursk and Oryol cities; Shatalovo, Smolensk Oblast; Millerovo, Rostov Oblast; Primorsko-Akhtarsk, Krasnodar Krai; and occupied Hvardiiske, Crimea.[46] The Ukrainian Air Force reported that Ukrainian forces downed 95 drones, that 19 drones struck 16 locations, and that downed debris fell on four locations. Ukrainian officials reported that Russian forces struck agricultural, commercial, and residential infrastructure in Kyiv, Mykolaiv, and Zaporizhia cities and Chernihiv, Dnipropetrovsk, and Sumy oblasts.[47]Russian forces are equipping long-range drones with mesh modems to coordinate strikes on previously unreachable targets in the Ukrainian rear.  Ukrainian Ministry of Defense (MoD) advisor on defense technology and drone and electronic warfare (EW) expert Serhiy “Flash” Beskrestnov reported on April 28 that Ukrainian forces are observing Russian drones equipped with mesh modems flying deeper into the Ukrainian rear.[48] A mesh network is a wireless network that enables a cluster of drones equipped with radio modems to maintain a signal amongst themselves. Beskrestnov stated that mesh networks extend the range of Russian drones to 220 kilometers, allowing guided drone flights up to Kyiv City from the north, Poltava City from the west, and Dnipro, Kryvyi Rih, Odesa, and Mykolaiv cities from the south. Beskrestnov reported that EW countermeasures that suppress satellite navigation systems are not effective against mesh networks if the pilots manually control the drones using navigation devices. Beskrestnov also stated that Russian forces have about 40 experienced pilots and specialists from the Alabuga Special Economic Zone (SEZ) that are using mesh networks against Ukraine. ISW has previously assessed that Russian forces are leveraging mesh networks to support long-range drone communications and intensify their battlefield air interdiction (BAI) campaign against Ukraine.[49]

The Belarusian Ministry of Defense (MoD) stated that Belarusian Defense Minister Lieutenant General Viktor Khrenin met Indian Defense Minister Rajnath Singh and Iranian Deputy Defense Minister Brigadier General Reza Talaei-Nik at the Shanghai Cooperation Organization defense ministerial summit on April 27 and 28.[50]
